If not, then no. You cannot purchase a handgun across state lines.

You would have to have it delivered to a FFL (Federal Firearm Licensed) dealer in your home state. They might have a dealer arrangement where you can pay for it in SC, then have it shipped to a NC dealer who would run the background check and transfer it to you for a fee. As far as I can tell, SC has no licensing laws just to purchase a handgun, though. (Some states require a permit just to buy one, most don't.)

Right on. CWP or not, you can purchase a gun without a specific permit. If you have a CWP, there is no background check required, even on a handgun. Speaking only about SC.

Let me add a situation to this question. Suppose a SC resident has a NC CWP (or some other state) but not a SC CWP. Also both SC CWP's and the other state CWP (in this case NC) allows for the CWP to exempt the NICS check. Can the SC resident purchase a handgun in SC and use the other states CWP to exempt the NICS check? This would be a good question as the other CWP would not be honored in SC because it would be a non-resident CWP. I do not know the answer.

Ok now federal law is in question here, NOT state law. You must be a resident of the state where you purchase a handgun, period. If you purchase a handgun out of state it must be delievered to a FFL holder in your state to do the federal paperwork (ATF 4473)and any state requirements that may exist in your state. The question regarding using a handgun carry permit from a state can be answered by reading that small section you have probably never seen becasue it is filled out by th sales person. It states a NICS check does not have to be conducted when the purcheser has a cancealed handgun license issued by the state in which the transaction is conducted, so this does not include having a handgun license issued by ANY other state other than the state where the transaction occurs.

You are correct that I have never read or seen that but also remember that all state permits do not substitute for the NICS check.

FN1910, you are not correct here if by state permits you are meaning a cancealed carry permit, and not an owners permit. This has NOTHING to do with state law, this is only federal law, the US government passed these laws. Now that being said the state like the people republic of Maryland does not do NICS checks, they do a state police check on each and every purchase, and the peoples republic of california has something stupid like a automatic waiting period, and I have no idea what taxachuttes does, but if your state uses the NICS system and you have a carry permit you MAY be wavied of being subjected to the NICS, however BATFE does allow a moron running a gun store to check you if he pleases and you can please to not buy from him also. If your state uses the federal NICS check system and you have a carry permit issued by that state and only that state you are not required to be subjected to the NICS check.

I was going by the list linked below. As for states that have an alternative to the NICS I do not know about them and will take your word for it. I did notice that for NC it says permit to purchase a pistol and CHP qualify so in NC since you have to have a permit to purchase does NC do NICS checks at all?
