If you have a Oregon non res permit, can you purchase hand guns in Oregon?

Your non res cpl for Oregon is just that, a permit to carry a firearm in the state of Oregon. It has nothing to do with firearm purchases. Typically you need to be a resident of the state where you are making your purchase.

Anyone who can legally buy a gun can buy in Oregon. If you're a non-resident though, you've got to have it shipped to a FFL dealer in your home state.

At least you won't have to pay sales tax (there's no sales tax in OR)

Seeing how I live in Oregon, I've never seen the need to travel out of state to buy firearms.

You will have to pay the sales tax at the dealer in Washington when you pick it up if you have it transferred (plus the transfer fee and shipping). I was told by NWArmory when I purchased my pistol that they could sell me long guns all day long and I could walk out with them but they couldn't sell me a handgun with me not having a permit. I didn't have a CHL at the time so I don't know how it would have been different if I had. For obvious reasons, the online mail order houses have to ship to a dealer in your state. However, I got the impression that the store could have sold me the gun if I had a permit. I intend to ask after I get my Oregon permit. I already have Washington and AZ. Waiting for UT and OR to be mailed.

I know this thread is old but I found out something new today. I live in Vancouver and just bought a new 930 SPX at the PDX gun show today. I fully expected to have to have it transferred but was told only handguns and stockless rifles had to be transferred. I was unaware long guns could be bought across state lines with transfers.

Rifles and shotguns only can be purchased and received from out-of-state FFL's if both the laws of the state of residence of the person buying the rifle or shotgun and the state the FFL is located in are followed, permits to carry/conceal firearms have nothing to do with it. 18 USC 922 (b)(3) allows this. Any firearm other than a rifle or shotgun must be transferred to an FFL in the buyer's state of residence for transfer. The "contiguous state" requirement went away in 1986 with an amendment to the GCA of 1968, so the proximity of the states to each other is now a moot point.

I don't know if you can now. However I purchased a Baretta down in Multnomah County while living in Washington. I didn't have any problems from the dealer, I just had to wait a while. The dealers would be able to tell you quickly. They photo copied my Washington permit as a part of the process. Reading all of the other replies I realize that I should have mentioned that it wasn't a pistol.... I got a better price locally on my latest pistol purchase. He reduced the price so that it was 'tax free'.
