Buy long guns for daul citizen in new york state

Hello there i'm a daul citizen looking to buy a shotgun from gander mountain but they salesmen refuse to sell me the gun i'm a police officer in quebec and also a us citizen. Why can't buy the gun i don't have a driver's licence from dmv anymore because i moved to quebec canada but i do have a nys i d card what paper work and things do i need to do to buy the long gun . Also i have my 47 hour course of fire course would this help to have conceled carry permit in the states and i just requalified this weekend can any of this help thank you all read i hope to get. I was just going yo declare it a canadian customs but send the registration forms in the the gun registry office before hand so that everythong is legal but the long gun registry was ban in canada in september so i don't know if it is still needed ? It seems to be a subject nobody can give striaght anwser on thanks jon
