I have to admit, this is the first I have heard of this new tactic in crime fighting being employed by NYC.

The encounter was an unintended consequence of the New York Police Department's embrace of the policing tactic called "Broken Windows" — the idea that going after smaller crimes such as public drinking or graffiti helps stop greater disorder such as assault and murder.

I have to admit, this is the first I have heard of this new tactic in crime fighting being employed by NYC.

I didn't read the article but that "tactic" came into use almost 20 years ago when guilianni was the mayor and the current police commissioner was there. I don't think that theory of policing had anything to do with this incident
