What was he bluffing?

He had a firearm, he made people say things against their will....sounds like a hostage to me. What was his bluff?

the fact he shot at another human being is threat enough to warrant deadly force...stack that with hostages and make the person you are shooting at a police officer...I don't see a bluff.
