My vote is PA
1. Very little restrictions
2. Cheap $25 bucks
3. Waiting time 10 min - 45 days depending if you live in the socialist republic of Killadelpha

Arizona should be in this statement too. It's is marginally better then Vermont in one aspect, You can actually owner suppressors in AZ.
