Regardless of what any politician tells you, if you filled out a 4473 when you bought the guns they are (if not "registered" per se) linked to you.
If this is a concern I would suggest simply selling the gun through a FFL and having the new buyer fill out a 4473 as opposed to adding a bunch of extra legal requirements such as a do it your self bill of sale
