Advice: Get a Gun or Permit First?

Ok guys and gals a friend of mine asked for some advice he just turned 21 and is on a small budget he does not have a firearm yet or a conceal carry permit he wants to know which he should get first the gun or the permit. I tols him that either way he is going is a good path and i would post on here. Keep it nice guys he is a gun newb lol

What state? Handgun or long gun? How much is the permit? Can you open carry?

Kentucky, handgun, all together 150 and open carry is allowed which i informed him he just wants to get his cc done asap due to waiting time

Need a gun in order to get the permit I.e. the firing range part of the class. If you trust him then maybe he could borrow one in order to take the class.
Save money and get a quality sidearm later.

I told him he could use my glock 22 for the firing portion. I told him to take his cc and put a goos gun he likes on lay away at the gun shop i use

Permit, training is always good!!
A good used handgun, any Bersa, in fact you could afford a new one!

Either way is fine. I would definately find a gun shop that allows a try before you buy option. Some states may require a permit to carry first though. Handgunlaw.us

I'd suggest spending money on training (with rental firearm) and ammo, first. Then, when he feels comfortable enough with his abilities, go for the permit. Have him take his time in finding and purchasing a good EDC weapon and rig.

I am going to let him shoot a few of mine this weekend too see if he likes any particular one and if he does ill let him use it for his cc class. I told him dont rush and buy the first gun you see
