Active duty, stationed in MI, but an IN resident.

Hello all,
this is my first post here, hoping to get some useful info.
I am currently active duty military and i am stationed in Michigan. Being active duty I am not required to change my place of residency from IN because i move so often. I pay taxes to IN, have an IN address, License plates, etc... Now my problem is i want to apply for my Handgun License but one of the requirements is that i get fingerprinted in IN. What I'm wondering is can I get printed at my local law enforcement entity or possibly and have them fax or email them to IN state police?

Your HOME OF RECORD is Indiana. You VOTE there (by absentee ballot most of the time), but that does NOT mean it is your "legal residence".

Non-Resident Permits
Section 28.422
(c) The person is a citizen of the United States and is a legal resident of this state. For the purposes of this
section, a person shall be considered a legal resident of this state if any of the following apply:
(iv) The person is on active duty status with the United States armed forces and is permanently stationed in this state, but the person's home of record is in another state.
Note: If you meet the above criteria you would apply just like a resident.

How to Apply for A Permit
You should read the instructions for applying online first by clicking going Here. This gives you all the information You apply on line by clicking on “CCW Application” in the right column above.
Beginning March 26, 2013, all applications must be submitted electronically, and printed paper copies will not be accepted. Additionally, beginning July 1, 2013, all applications must be submitted electronically and all fingerprints must be taken and submitted electronically through Morpho Trust U.S.A.

Bottom Line: Michigan considers you to be a “legal resident” based upon your orders assigning you “permanently” within Michigan.

In addition, MI law:
28.422 License to purchase, carry, possess, or transport pistol; issuance; qualifications; applications; sale

of pistol; exemptions; nonresidents; forging application; implementation during business hours.

(8) An individual who is not a resident of this state is not required to obtain a license under this section if all of the following

conditions apply:


So, it looks like, according to MI law, the only legal option is for the OP to obtain the MI CPL. Axeanda45 will be along shortly to say that we are wrong.

Thanks for the clarification, one thing is( im probably wrong about this) but i thought in order to have a michigan CPL i would need to have a MI drivers license?

You are not required to have a MI driver's license. Might want to read the Michigan statutes:
Michigan Legislature - Section 28.422

(3) The commissioner or chief of police of a city, township, or village police department that issues licenses to purchase, carry, possess, or transport pistols, or his or her duly authorized deputy, or the sheriff or his or her duly authorized deputy, in the parts of a county not included within a city, township, or village having an organized police department, in discharging the duty to issue licenses shall with due speed and diligence issue licenses to purchase, carry, possess, or transport pistols to qualified applicants unless he or she has probable cause to believe that the applicant would be a threat to himself or herself or to other individuals, or would commit an offense with the pistol that would violate a law of this or another state or of the United States. An applicant is qualified if all of the following circumstances exist:
(c) The person is a citizen of the United States or an alien lawfully admitted into the United States and is a legal resident of this state. For the purposes of this section, a person shall be considered a legal resident of this state if any of the following apply:
(i) The person has a valid, lawfully obtained Michigan driver license issued under the Michigan vehicle code, 1949 PA 300, MCL 257.1 to 257.923, or an official state personal identification card issued under 1972 PA 222, MCL 28.291 to 28.300.
(ii) The person is lawfully registered to vote in this state.
(iii) The person is on active duty status with the United States armed forces and is stationed outside of this state, but the person's home of record is in this state.
(iv) The person is on active duty status with the United States armed forces and is permanently stationed in this state, but the person's home of record is in another state.
