Any concrete evidence? Seems to be such a ridiculous story, which if it had any validity there would be a report of disciplinary action against the officer, or a statement from the department. This story did not articulate an attempt to contact the accused department.
I doubt Courthouse News would cover it if it was not a legitimate story. The piece in the OP was based on Courthouse News Service's coverage of it, and CNS's story was

Here's more coverage of the incident from
The Smoking Gun, and here's a link from that coverage to a scan of what appears to me to be the
first page of the original court-filed complaint.
The Smoking Gun story says the cop claims it was an accidental discharge of his Taser, but it doesn't explain why he pulled the barbs out of the kid himself and refused to get him medical attention (as required).
The Smoking Gun also documents that Webb, the Taser-happy child-torturer, was suspended for three days.
No matter how you slice it, this cop has no business wearing a badge and a gun. Anyone who can excuse this behavior, whether the Taser was brandished as a joke towards a kid who refused to clean his damned car for him and then accidentally discharged as he claims, or especially if he Tased an unarmed, non-threatening kid, refused medical attention and yanked the barbs out himself on purpose, I can only surmise such a person would be as sadistic and irresponsible as the thug who perpetrated this travesty.
Anyway, unfortunately, this is indeed a story with concrete evidence, it is indeed ridiculous, and it has indeed been validated by disciplinary action against the child-torturer. Any other questions?
