Why can't we have Constitutional carry in Ky? It seems to be a no brainer to me. I can carry openly but if I don't want people to know I have to pay a fee. Doesn't seem right to me. Also if I carry openly I lose the element of surprise if something bad happens. I cannot see the logic of...
