I'm guessing that she is confusing this with that an IL resident was able to submit a copy of FOID in order to apply for a PA LTCF. Non-PA resident must have a permit from their homestate IF their home state offered it. Since IL doen't, yet, the FOID was usable. See #3 here: Link Removed Even...
